Hi There,
i have stripped wall paper form an old property. All the internal walls have a sand and cement finish. even the plasterboard stud walls. The finish is uniform but grainey with the grains coming away if you rub them with your finger.
If i prime the walls with a sealer can i skim coat over it again?

Yes, you definitely can - PVA will always do the trick!
