Is it ok to plaster over wood hop wall paper if I use thistle bond it on the paper first

Is it ok to skim over a wall that has wood chip on it , it has blown a little in places, I would use thistle bond it on the wall first

The wallpaper needs to be stripped off - otherwise it can peel away from the wall due to the continued moisture presence of the plaster. This often happens just when you are gaining a nice smooth finish - blisters form and the plaster starts to peel away as the trowel runs over the surface.
