Can you replaster over painted sand and cement
Answer
Yes you can re-plaster over painted sand and cement.
Apply PVA and then when tacky apply the finish coat, or add sand to the PVA mix. The PVA and sand mix will dry and provide a rough surface to which plaster will then adhere to.
