Skimmimg over an old high gloss, oil based paint

I want to skim the toilet in my 1927 built house, but unfortunately the walls are painted in the old fashioned oil based gloss paint. What is the best way to prepare the surface, as I suspect with only PVA it will not stop the plaster slipping whilst trying to apply? Can you advise, or suggest any proprietary 'off the shelf' product with which I could treat the surface?

By using PVA with sand added - and mixed to a slurry - this can be painted on to the wall and allowed to dry. If when dry it looks patchy apply a 2nd coat. This should be allowed to dry before applying the skim - which will stick to this coarse surface which will be like sandpaper.

Be easier to apply a quality general purpose undercoat, which plaster will have no problems no bonding to.
Of cause the pva with sand into a slurry will work but not easy to apply and will be messy.
