I have plastered and am unhappy with the finish it is un even and looks really bad, can I plaster over the top, I have put a coat of paint on the wall?
I tried to fill dips with filler and then rubbed it down but the finish shows lots of uneven areas

Yes just apply as many PVA coats as required to control the suction and re-skim.
